Vice-President of the County Council of Pest Megye and ECR Member, Ádám Karácsony, has been appointed rapporteur for the European Committee of the Regions' opinion on "Demographic change in Europe: a toolbox for action". The communication published by the European Commission on 11 October 2023 outlines a policy framework based on four pillars, namely; Parents, Youth, Older Persons and Migration.
With a large number of EU Member States' population projected to decline in the upcoming decades, demographic change has a profound impact on the everyday life of European citizens, also significantly affecting Europe's economic development, requiring targeted solutions. The June 2023 European Council conclusions called on the Commission to put forward a toolbox to support Member States in addressing demographic challenges.
The toolbox recognises the need to take on board the territorial dimension of demographic shifts, specifically in regions that experience the phenomenon of population decline and a significant outward mobility of young workers, also known as "brain drain". The Communication identifies key reforms and investments, urging to use all possible instruments in combination in order to maintain the EU's competitive edge.
The appointment took place on Friday 8 December during a meeting of the CoR’s Commission for Social Policy, Education, Employment, Research and Culture (SEDEC). The ECR SEDEC Coordinator's appointment comes after his previous, appointment on the topic in 2020 titled "Demographic change: proposals on measuring and tackling its negative effects in the EU regions".
