During the presentation of his working document to Members of the SEDEC Commission, ECR coordinator Ádám Karácsony underlined that the Green and Digital transition cannot be successful without the EU's policy agenda urgently addressing demographic decline, as demographic continuity "deeply affects the success of the twin transitions and the future of the EU".
Mr Karácsony is rapporteur for the CoR opinion on the recently released European Commission communication document "Demographic change in Europe: a toolbox for action". The Rapporteur welcomed the recent shift of focus to start considering demographic continuity as a common European priority, noting the Commission communication, the talent booster mechanism, the reinforced Youth Guarantee, and the green paper on ageing, which stipulate that demographic transformation will bring forth a multitude of challenges especially in respect of the mobilisation and building up of the internal human resources and capacities of Member States, which remain fundamental for Europe's long-term resilience and competitiveness.
At the same time, Vice-President of the County Council of Pest Megye Karácsony pointed out that while the demographic challenge has been a pressing issue for Member States, this has not yet been sufficiently addressed at an EU policy-making level. He called for demographic continuity to become a key political objective at EU level, arguing that EU financial instruments must "take into account the aspect of demography for strategic foresight and best allocation of resources, also recognising Member State best practices such as family-friendly policies". Karácsony hopes that the CoR opinion could also incentivise the new Commission to take more concrete action on the matter.
Mr Karácsony's opinion is scheduled for adoption in the SEDEC Commission on June 27, followed by adoption during the CoR Plenary in October 2024.
