At the ECON Commission meeting on 15 February 2023, CoR rapporteur Michele Pais presented his working document to CoR members, calling for a proper involvement and sufficient funding of local and regional authorities in the governance of interoperability. The sudden geopolitical instability generated by Russia’s war of aggression against Ukraine has exposed Europe to its weaknesses, including in the area of the EU’s digital policies. In an address to the Executive Vice-President of the European Commission for A Europe Fit for the Digital Age, Margrethe Vestager, ECR President Marco Marsilio called for "rethinking our common actions to defend our digital sovereignty".

The success of building an EU Energy Union lies on the three long-established objectives of EU energy policy: security of supply, sustainability and competitiveness. In the CoR February plenary session, with special guest speaker Maroš Šefčovič, European Commission Vice-President, Mr Oldřich Vlasák stated that these objectives can only be "achieved through developing the appropriate infrastructure, and by not applying a one-size-fits-all approach".
